We hope you can join us for our next CLE session The Animal Welfare Act 2025 (SA) – reflection and review with speaker Frankie Bray.
The session will cover:
- Changes to enforcement (increased penalties and powers for RSPCA inspectors)
- Positive duty of care
- The inclusion of fish in the definition of animal (but the exclusion of decapods and cephalopods)
- Spotlight on the greyhound racing industry
There will also be a reflection on where the new legislation still falls short, and where we can look to for examples of how to do better.

is a PhD candidate at the ÐÂÀË²ÊÆ± Law School. Her research is in the field of animal law – specifically, the operation of the Animal Welfare Regulations in SA. She was involved in the consultation process which led to the drafting of the Animal Welfare Act 2025 (SA) and has also conducted a historical analysis of the Act.
Frankie is the Deputy Chair of the Animal Law Committee of the Law Society of SA and sits on the Executive Committee of the Australasian Animal Law Teachers and Researchers Association (AALTRA).
She was awarded the 2024 RSPA Sybil Emslie Animal Law scholarship and has recently completed a research internship with the RSPCA SA. Frankie worked in health law and family law before ceasing practise to commence her post-graduate studies, and she also teaches at the ÐÂÀË²ÊÆ± Law School in Foundations of Law, Medical Law and Ethics, International Law and Family Law.
